What actually reduces the size
In rough order of effect: length, then resolution, then the quality setting. Halving the resolution from 1080p to 720p removes more than half the pixels, which is usually the single biggest saving after trimming.

MP4 or WebM
Both are offered. MP4 is the safer choice for sharing, since almost everything plays it. WebM can be smaller at the same visual quality, and it plays in modern browsers, but some apps and older devices won't open it.
